Digital Signature Certificate (DSC): Class-3 Explained

What is a Digital Signature Certificate?

A Digital Signature Certificate (DSC) is the electronic equivalent of a handwritten signature, issued by a Certifying Authority (CA) licensed by the CCA. It binds a person identity to a cryptographic key pair used to sign documents digitally.

Why only Class-3 matters now

Since 2021, the CCA has consolidated to Class-3 for most use cases. Class-1 and Class-2 have been phased out.

  • Class-3 DSC: highest security — issued after in-person or video verification. Used for MCA filings, GST, IT returns, e-tenders, EPFO, ICEGATE, trademark filings, DGFT.
  • Document Signer Certificate: used by organisations to programmatically sign PDFs at scale.

Who needs a DSC?

  • Directors of companies for ROC filings, SPICe+, DIR-3 KYC
  • Designated Partners of LLPs
  • Business owners filing GST, IT, EPF returns electronically
  • CAs, CSs, Cost Accountants for audit filings
  • Bidders in e-tenders
  • Importers / exporters on ICEGATE and DGFT portals

Documents needed

For individuals

  • PAN card
  • Aadhaar / passport / voter ID / DL
  • Passport-size photo
  • Email and mobile

For organisations

  • Authorised signatory individual KYC
  • Incorporation certificate / partnership deed
  • GSTIN / PAN of entity
  • Authorisation letter

Application process

  1. Choose a licensed CA: eMudhra, Sify, NSDL e-Gov, Capricorn, VSign
  2. Fill the online application form
  3. Upload documents
  4. Complete Video KYC — a 2-minute verification call
  5. Pay the fee
  6. Receive the DSC on a FIPS 140-2 USB token

Validity

Class-3 DSCs are issued for 1, 2, or 3 years. Renew before expiry — filings on expired DSCs will fail.

Cost

  • Individual Class-3 (sign only): ₹500–₹1,500
  • Individual Class-3 (sign + encrypt): ₹1,200–₹2,500
  • Organisation Class-3: ₹1,500–₹3,500
  • USB token cost: ₹300–₹800 (one time)

Security best practices

  • Never share your USB token or PIN
  • Lock the token with a strong PIN (min 8 characters)
  • Store the token securely when not in use
  • Revoke immediately if lost or compromised
  • Back up encryption keys if applicable
